POSITION OVERVIEW
The IT Project Manager (PMO) is embedded within the ITS PMO at Jewish Board. This position is
responsible for managing the full end-to-end lifecycle of clinical and non-clinical technology projects —
from discovery and requirements gathering through planning, execution, implementation, and formal
closure — ensuring consistent alignment with organizational strategy, regulatory requirements, and
user needs.
The IT PM will serve as the primary driver of structured project delivery within the PMO, leading cross-
functional initiatives involving ITS, Health Informatics, clinical program staff, compliance, and external
vendors. A core focus of this role is the management of Netsmart myAvatar EHR enhancements,
system configurations, and integrations, as well as non-clinical technology implementations across
Jewish Board's enterprise.
The ideal candidate brings direct experience managing technology projects in a social services,
behavioral health, or human services agency environment, with a demonstrated track record working
with Netsmart myAvatar or comparable EHR/clinical platforms. This individual operates with a high
degree of autonomy, communicates fluently with both technical teams and executive leadership, and
brings rigor, accountability, and stakeholder focus to every project engagement.
KEY RESPONSIBILITIES & ESSENTIAL FUNCTIONS
1. Full Project Lifecycle Management
Lead projects from discovery through closure following the organization's established PMO
framework.
Discovery & Initiation: Conduct stakeholder interviews, define problem statements, document
business cases, and develop Project Charters.
Planning: Develop comprehensive project plans including Work Breakdown Structures
(WBS), Gantt charts, resource plans, risk registers, and communication plans using tools
such as MS Project, Smartsheet, or Jira.
Execution: Coordinate cross-functional project teams, manage task assignments, facilitate
sprint planning and stand-ups (Agile), and track progress against baseline schedules
(Waterfall).
Monitoring & Control: Maintain project dashboards and status trackers; escalate risks and
issues; manage scope changes through a formal change control process.
Closure: Conduct post-implementation reviews, compile lessons learned documentation,
obtain stakeholder sign-off, and transition deliverables to operations.
2. Netsmart myAvatar EHR Project Management
Serve as the primary PM for Netsmart myAvatar enhancement projects, including
configuration changes, module rollouts, and workflow optimization initiatives.
Partner with Health Informatics, clinical program staff, and the Netsmart vendor team to
translate clinical and operational requirements into scoped, deliverable system
enhancements.
Coordinate User Acceptance Testing (UAT) cycles — develop test plans, manage tester
coordination, track defects, and verify resolution prior to go-live.
Manage go-live readiness activities including training coordination, cutover planning,
hypercare scheduling, and post-go-live support tracking.

Maintain deep familiarity with the Netsmart myAvatar platform architecture, development
pipeline, and release management process.
Support planning and coordination for the Netsmart myAvatar NX SaaS migration —
including data migration strategy, module upgrade sequencing, UAT planning, and cutover
coordination.
Manage Netsmart vendor relationships: navigate the Netsmart support portal, coordinate with
Technical Account Managers (TAMs), escalate system defects, and track vendor
commitments and SLA adherence.
3. Clinical & Non-Clinical IT Project Portfolio
Manage concurrent clinical technology projects including EHR implementations, Health
Information Exchange (HIE) integrations, telehealth platforms, and clinical decision support
tools.
Manage non-clinical IT projects spanning infrastructure upgrades, cybersecurity initiatives,
enterprise software implementations, and business application deployments.
Support the ITS strategic technology roadmap by translating priorities into executable project
plans aligned with funding cycles, regulatory timelines, and operational capacity.
4. Stakeholder Communication & Reporting
Serve as the primary point of contact for project stakeholders across ITS, Health Informatics,
clinical operations, compliance, and executive leadership.
Produce weekly project status reports with RAG (Red/Amber/Green) indicators, schedule
variance analysis, and milestone tracking for distribution to PMO leadership and sponsors.
Prepare and present executive-level project briefings and portfolio summaries to the CIO,
PMO Director, and senior leadership as needed.
Drive inter-team communication cadence, ensuring that ITS technical teams and non-
technical clinical program staff maintain shared understanding of project goals, timelines, and
dependencies.
5. PMO Tools, Metrics & Governance
Maintain and update all project artifacts in designated PMO tools (e.g., MS Project,
Smartsheet, Jira, Confluence, Adobe Workfront, or equivalent).
Track and report PMO KPIs and metrics including on-time delivery rate, schedule variance
(SV), cost performance index (CPI), issue resolution time, and change request volume.
Develop and maintain WBS documents, RACI matrices, project charters, risk registers, and
lessons learned repositories.
Contribute to continuous improvement of PMO standards, templates, and governance
processes in collaboration with the PMO Director.
Ensure all projects adhere to Jewish Board ITS governance policies, HIPAA compliance
requirements, and applicable regulatory standards for behavioral health technology.
6. Agile & Waterfall Methodology Application
Apply Agile/Scrum methodology for iterative development projects including EHR
enhancement cycles, sprint-based software rollouts, and continuous improvement initiatives.
